Highway 16 North Gravel Extraction & Processing Operations

Project Description

Burnco Rock Products Ltd. planned to develop a gravel extraction/processing operation along Range Road 33 (Alberta Beach Road) north of Highway 16. They retained the services of Sameng Inc. to coordinate and oversee the general reports and environmental evaluations necessary to apply for various development permits and approvals. To acquire these administrative and regulatory consents, Sameng Inc, enlisted the help of independent experts in hydrogeology, noise prediction, air quality, human health risk assessment, community information consultation and public participation reports, as well as in environmental impact studies, and traffic and property value assessments. Sameng Inc used both these expert reports as well as their own field research findings to develop a comprehensive plan for gravel extraction operations, and reclamation that would meet both county and departmental requirements.

    Relocation of Pointe-aux-Pins Creek and Reclamation Plan

    Location - This project is located in the North Saskatchewan River Flood Plain (W ½ 12-54-23-W4) in an area where gravel extraction is occurring.

    Project Description

    The Pointe-aux-Pins Creek flows through the gravel extraction area. The owners of the pit are going to relocate the creek through an already mined out area and then mine the area under the creek. Samide Engineering Ltd. was retained to design the channel relocation, diking, mining plan and reclamation plan. The works consist of:

  • A relocated temporary embankment channel, 2.3 km long located east of the existing channel (channel bottom width 4 m, sideslopes 3H to 1V, 3 m deep).
  • A gabion drop (2 m) structure at the upstream end of the constructed wetland.
  • A wetland control structure at the downstream end of the constructed wetland.

    After the area where the existing channel is located has been mined, the area will be reclaimed to a wetland that was designed to be ideally suited for waterfowl habitat. Then the embankment diversion channel will be reshaped to form a dike to prevent flooding on the east side of the dike. The dike has been designed with:

  • An emergency spillway to allow floods greater than the 5 year return period to flow to the east side of the dike without damaging the dike.
  • Culverts (with flap gates) through it to allow local runoff and flood water that gets behind the dike to drain through the dike back to the wetland.

    Services Provided by Consultant :

  • Preconstruction surveys required for design.
  • Determine flood levels on the North Saskatchewan River along side the gravel mining areas.
  • Determine annual instantaneous discharges for a range of flood return periods.
  • Design diversion embankment channel.
  • Design reclaimed surface for the west half of 12-54-23-W4 including the constructed wetland (received input from Ducks Unlimited as to requirements for the ideal waterfowl habitat wetland.)
  • Design wetland control structure.
  • Design dike with emergency spillway and culverts (with flap gates) through dike to drain water that gets behind the dike (local runoff and large floods that cause water to flow through emergency spillway).
  • To prepare a design report that was used as the basis for obtaining an Interim Water Resources License (19948) for the diversion of Pointe-aux-Pins Creek and related works (W ½ of 12-54-23-4) which was issued on March 7, 1994. Alberta Environment has advised Sameng Inc. that they consider Interim License 19948 to be active and in good standing until the expiration date of January 1, 2019.
